you could shift+7 convert the sample from stereo to mono. under shift+6 set the Sound-----L and Sound-----R right channel to different notes, choose one, switch NORMAL to SIMULT,set note to whichever one you assigned the other channel to. under shift, pan L and R 90 degrees respectively.

something is routed improperly.You need to check you FX chain and mixer routing. the filter should work on both channels. sounds like the FX send is being sent to one of the outs that the post-fx Send is also assigned to.
I think, that filter on EB-16 is totally useful because signal that passes the normal filter or EQ should be in 100% wet and mix (Dry/Wet) should not be adjustable for that type of effects.
erm...huh? On/Off is 100% or 0% I don't see any percentage values in fields at all for the 4-band filter. the only 0-100 values i see in any window is Mod/Echo in the effects mixer [that's MIXER or MIX box in the FX chain, NOT the master mixer at shift+7- F2] which coincidentally, when set to zero, make the sound monaural and on the left channel only.
you need to check your FX chain and your mixer routing. maybe bypass any unused effects in FXedit, but i doubt that's it.
You mean with panning left and right? When FX send level is max, panning in stereo section in mixer doesn't affect the sound.
you seem totally unfamilliar with the master mixer.
