i think pony by ginuwine has a similar sound in it..

if you don't have a talkbox, maybe try an envelope follower/auto wah.
if you want the talkbox effect, get a yamaha dx100. great little synth.

Fixed it.
The synth you use doesn't really matter. I know Roger used the DX100 but he also used a Moog when he started.
Every synth with a sawtooth sound can be used for it. Its because the sawtooth is a sound with many overtones and the more overtones are there, the more you can "filter out" with your mouth/throat and the more understandable is the result.
A talkbox played with a sine will sound like ......bullshit

BTW Roger was such a great entertainer. I saw him at a Zapp concert two years before he get shot and was very impressed by the show. From the first to the last minute he had the audience in his grip.

What you need is a formant filter that can produce phonemes. Thor in reason has this, but you could also just build one yourself
