Kev Brown, most of the time his kicks are really punchy, snares just crack, and his drums always have a nice groove. Ex:http://www.youtube.com/watch?v=rOLezyf1_1A. Runner up would be DJ Quik, his drums always sound pretty crisp and have sick grooves.

Pete Rock - because he can use the wackest snare you ever heard and make it sound perfectly dope. YOU can't use them snares. I dare you to try.
Erick Sermon - Just cause that's how hip hop drums is supposed to sound, IMO.
Tip/ASM - whoever did the drums on Midnight Marauders. Thems still my favorite snares and kicks of ALL TIME.

WOrd I have tried and I have said damn these snares is wack... How pete make this work?
Too them Midnight ATCQ snares (drums in general) are nuts. Q-tip!!! Phife said in an interview a couple years ago himself that nobody's snares was F'ing with tips around that time. TRUTH.
Nottz & DILLA got the most warm and phatt drums in recent times though.
