Dude, try the demos out. That's the best way to check if it does what you want.
http://www.propellerheads.se/download/I think the sampling in Reason5 is nice. It's VERY quick to sample directly into the instruments, the editing is very basic but you can make a copy/s of a sample easily and chop/edit that way.
With Record you can record into the timeline, chop it and make new samples of the chops. that is quick and easy. One annoying thing I find is if I sample into the instrument there is no quick way to send it to the Record timeline to chop. If I have a one shot I will sample to an instrument but if I want to chop, I sample to the timeline in Record.
Reason Record and Recycle are seperate items. You still need Recycle if you want to make Rex files but I don't have it myself not too bothered with Rex.
Record 1.5 only runs with Reason 5 you need both products to get all features but each works standalone as well, just have different features. Personally I love the workflow but I'm a big Reason/Record fan anyway, Record is the bomb imo the mixer is fantastic, definetly turns Reason into a new beast.
The other thing in Record is the timestretch - amazing quality and in the new version you can resize clips and have them stretch if you hold ctrl. Means you don't have to find a tempo for a loop you sampled. cut a small section, to a few bars then just stretch it to fit that many bars in the sequencer. Now you can set any tempo you want in the sequencer and it will be in time.
Blocks is good as well, a bit like SONG mode on the MPC. I've been using one Block to record all my samples in and chop up, that leaves the main timeline/other blocks clean and stores all my cuts in one place.
I've been meaning to make a lil video showing the sampling/chopping. If you're lucky I might get it done today but like I said try the demos.

You can get a cracked Reason 5 but not Record, you cannot buy Record and use it with a cracked Reason 5 you need to have official versions of both.
