Yes and Sort Of.
A MIDI controller only sends out MIDI data. So anything that is capable of creating and sending MIDI data can be used as a controller, including the MPC1000. Hooked up properly, you can have the MIDI OUTput of the MPC going into your computer, and then set FL to receive MIDI data from that INput.
They way you asked your second question leads to a "sort of" answer. You would really be using your controller to control the synths in FL; again, the controller does nothing but create MIDI data. FL is making the sound, all a controller does is tell FL what notes to play and for how long.
To get the MPC to sample FL, you need to set up the audio and MIDI path/chain properly. This is basically figuring out how to get FL to output its master stereo signal from your computer and into your MPC and depends on how your PC is setup (ie, does it have an audio interface or just 1/8 headphone outs or what?) Once you have AUDIO OUT form the PC going to the AUDIO IN on your MPC1K, sample away.
If you set this up properly, you can use your controller to drive the instruments inside FL, record all your performances in its built in sequencer, tweak them, then send the audio to your MPC for sampling purposes. Or you can set things up so the MPC is the master sequencer and have it control FL. Again, it all depends on how you set up your audio and MIDI chains. It's very flexible, and you need to read the manuals and decide what you want your workflow to be, and then set it all up. I'd recommend a very simple setup when you are starting out.
