Seriously, maybe it sounds more 'powerful' to one guy but to the next guy it just sounds 'muddy'.

And yes, reducing the sample rate reduces the amount of samples needed to recreate a sound, therefore saving space. This can really be helpful in low-memory samplers and especially on bass-sounds.
