If it has a pattern to it, it def. isnt a ground hum (60 Hz). If it sounds kinda digital and jittery (the noise) it may be a crappy clock on the motherboard of your PC. HP Laptops were notorious for this (I had 3 dudes bring in their hp laptops into a music store I worked in, all had the same problem.)
If its a consistent hum, the think about grounding...You can test the circuit with one of these:
The socket will be different in Japan, but they should have the same product. Lights tell you if there is, and what kind of fault is in your system.

I don't record into my PC or Mac which are plugged into A surge protector. Last time I tracked out I did it to my laptop as I did while in Iraq. There was some noise on the low but I was ok. I did try the plugging the Casio into another wall socket in another room still transmitted noise. I will try the battery route. Also in Japan, they use standard 110v sockets.. however the frequencies etc are not the same as the states..... atleast not off base, I will acquire that device to test though.
Yesterday I went to the store and came across a portable zoom mixer MRS-4 for 50 dollars. Its battery powered and was able to record some things. Came out much cleaner. Due to my monitors etc being plugged in, I could still here some noise when I scrolled with my mouse on the computer lol. So Now I feel good that its the house and not my equipment.
