yes you will be able to.
but you will need to learn a lot before you get anywhere near the kind of bass music that is popular these days (i think most of it is done with software honestly).
you should look up what a synth is, and what the terms mean (filter, LFO, lowpass, highpass, envelope, trigger, ADSR, modulation, etc etc)
look up what a sampler is and how it works
look up what a sequencer is and how it works
long story short, sequencers control synths and samplers. the mpc is a sequencer with an integrated sampler. a sampler does not make sound until you put sounds into it, a synth can create sounds from scratch.
finally, there are no rules and everything I've said could be considered wrong given the right circumstances. It's going to take a lot of hard work to make good tunes, there is no easy ticket to modern production. an mpc though is a great way to get there.
