I always eq all my samples on the way in and usually on the way out as well. Some people who have access to a good studio might not eq at all and just let other people do that.
It's all about what suits your way of working, I like to be in control all the time!
I mean, if you got a raw sample, and you want to get creative with it, if its all muddied up, or too much low end....your gonna have a hard time getting your other layers to fit (and then you might dissmiss the sample), but when all you needed to do is cut the low end. Ya know?
I would agree though, that most of the time, the minimal is always best, because it will leave more to work with in the end.
