^^ he's probably talking about the str8-100s or str8-150s ....nowadays they are the 't' series (t.80 i think replaced the str8-100 which is a friggin joke, as the str8-100 was basically a str8-150 with a different pitch range and no start/stop speed adjustment, while the t series are completely different).
yes, belt drive turntables can come with pitch control. the first pair i had (not matching) were some random consumer brand and then some random technics deck...not a 1200. anyway, both of them were belt drive and both had pitch control. i'm sorry i dont have the exact model, but i find talking about exact models in terms of vintage, garage sale electronics is kind of pointless because you are going to find what you are going to find...knowwhatimsayin?
ok so to answer your modified question, pitch control might help you only if you want to 'tune' your sample before hand...or do some weird 'vintage' trick like is so popular to do on the sp1200 (sample at higher speed, then pitch down in the sampler to save memory).
otherwise, the pitch control doesn't offer you really anything else that the tuning param in your sampler won't. it will sound slightly different, sure, but again i think that's splitting hairs.
id say, stay on the lookout for
any turntable you can find that looks like it's in good shape. of course, bone up on the 'good' brand names, but dont let some internet rumor make you pass on a sweet little $10 belt-drive-no-pitch-having-no-name-brand tt.
i think a good cartridge / pre would do much better for your sound anyway.
