Where do we stand with IP rights with this resource, can we use samples from this resource if we intend to put the resultant tracks on ITunes??

A little late answer, but the program "Replay Converter" let you convert multiple files at once, instead of converting them one by one as you have to with many other converters. Its not the fastest converter, but it gets the job done.

I think it won't make a huge difference. Once created into an MP3 thats as best as the quality going to get because even though you can convert it to WAV it still an mp3 under it so technically its kinda a mixture of both. So you won't be getting that top notch WAV quality. So I guess the answer to your question would be Yes.
