Sound like a reverbed & distorted clap if you ask me...

Mike already gave you the names of the effects being used, but just to add to what he said:

Get a clap from an 808 or record yourself.

Pitch it down, possibly use some bit reduction to give it that "grimey" quality.

EQ to taste, compress to taste.

Add a reverb with a very short delay, that's quite wet. You could do it in serial or on a send and return track in DAW. The 'verb will be the trickiest bit to get right, so experiment.

Add a slight bit overdrive/saturation.

EQ to shape the overall sound.

That should give you a reasonably similar sound off the top of my head. But you should tweak yourself.

Thats the varbatron sound, was made and recorded on the moon as a prank to scare the giant pig-beast that roams there. Kind of like a space whoopee cushion but gives a jolt of electricity.
