In most cases it will depend on the DAW as most plugins are slaves with the DAW as Master even Reason and Ableton operates this way in Logic at least. I have yet to see a plugin as master and a DAW as slave, anyone?
On the other hand DAW started as only midi sequncers at first to work with hardware instruments and multitrack recorders back day they allowed the sync by mtc and midi
clock. Since we are now working with audio/midi sequencers and software instruments
contain both midi input and audio output within the same track guess what the DAW remains the master.
