Yep it sure does. In fact it is not really a bug at all it is how SOLO works. And this is kinda a good setup when you want to work on one out of 16 or more tracks.
If you want to solo a track and still change tracks with out changing the solo'ed track, then simply use the mute screen. This will allow you to solo a track and then hit unsolo it so it is the only one unmuted.
You need to get that mute is different from solo in a way. Solo is just the track selected, and you are selecting active track when you change tracks up and down, hence solo will solo that active track. Cos that is what solo does. So use mutes in mute screen. like I said above. Just use solo there, and unsolo it for the behaviour you want.
