Can't you change the number of partitions from 26 partitions (A-Z) at 9.5MB each, to something like 8 partitions (A-I) at 27MB each?
Or is the problem that the 9.5MB partitions are each too large for the 1.5MB MPC60 RAM, or something?
If so, does it really matter that you don't use all the space, and what difference would a 100MB Zip make, as each partition would be smaller, but you would still only have 26 in total?

The lower portion of the screen warns that the hard disk’s storage space
must be divided into up to 26 partitions of no more than 30 megabytes
each. These partitions are called partition A, partition B, and so on. In
each of the save and load operations, you will be allowed to select which
partition to save to or load from. Regardless of the size of each partition,
no more than 224 files can be saved to each partition.
At this point you must enter the number of partitions to divide your hard
disk into. A higher number of partitions will reduce the size of each
partition; a lower number of partitions will maximize the size of each
partition. If you’re unsure, a safe bet is to select the fewest partitions,
allowing each partition to have the maximum size. When you’ve decided,
press <Do it> to finish the format operation.
Interesting that you can only have 224 files per partition.
