Does anyone know of a program that will convert convert KICKS to 16 bit so that they sound perfect on the MPC???

I'm assuming you have kick samples in 24bit?
Either way, try a program called Audacity. Def not my favorite, but will do the trick & free for most computer platforms.

Word! Sample the kick in your MPC and it'll become 16 bit.

seriously though, https://public.msli.com/lcs/audiomove/ convert an entire 24-bit sample library to 16-bit all at once
with or without the fundamental harmonics,
