Hi,
In my MPC software (1.4) I click EDIT -> PREFERENCES -> PLUGINS and then I choose my VstPlugin folder, which in my case is:

C:\Program Files (x86)\VstPlugins

Then I click RESCAN ALL and below I see that all of my plugins are being properly (theoretically) scanned by the Software. After that, I click OK and I change the Track type to PLUGIN. Next I click PLUGIN <none> to see my plugins. But unfortunately the only VSTs I see are these from MPC Expansions (The Bank, The Wub, The Noise, The 809).

How do I fix that issue?

That plugin field is only for VST instruments. Your VST instruments should should there. For VST effects, you have to insert them in the program or track mixer.
