Different interfaces for individual tastes, different budgets and production needs, there is no best.

Ask yourself how much loot can you use for the purchase.
Ask yourself what features do you need this card to have.

From that right there you can make a decision, let us know that and maybe we can give info on cards in that category.

Yes, but it's not the cheapest option. For the price of any digital recorder you can get a soundcard too.
It really depends on how much you want to spend, and how many inputs you need on a soundcard.
Some brands to look out for:

M-Audio: Have a huge range of soundcards, cheap to expensive.

EMU: A new range of soundcards in PCI, so no usb yet. Good converters for the price though.

RME: Great sound, great support, very stable cards, but not cheap.

MOTU: Good sounding, easy to use but not cheap either.

Your pc CAN be used as a digital recorder. I'd go with what IEISM suggests.

It's very easy to install a soundcard. A PCI card is as simple as taking the cover off your pc, pushing the card in, and fastening one screw.
A usb or firewirecard is even easier, you just plug that in.
All you have to do after that is install some software (drivers), and you're done.
If you're worried about this, maybe you can let the shop you buy the soundcard from do it. They should do it for free if they're nice, if they won't tell them you'll buy your stuff somewhere else.

If you want to travel with the recorder sometimes then yes, I would get the recorder also. If you are just going to use it at home and you don't care whether you use hardware or software I would use that same money on a good sound card with mutli in, spdif, midi and 96khz capabilities.. But that's just me.. I'm not really a hardware guy. Just my Triton, MPC and ASR, everything else for me is software..
