Can I link my MPC4000 (that don't have a 8 out board) to my s3000xl(that does have 8 outs) via scsi so that the MPC can have 8 outs?

You could link the two with a MIDI cable and trigger the s3000XLs samples; through it's 8 outs, using the MPC4000s sequencer.
But as Lampdog says, SCSI is not an option here.

U could have a scsi device between then.
for instance I got the same harddrive connected to both my asr10 and eps16. and can "transfer" samples by saving on the drive. and then loading. without having to restart anything,
