Does Side-Chain exist as an effect in 1.7? Or are plugins still the answer?

Does that vst require you to put it on the sending track and the receiving track? I completely forgot that there are vst's that work that way, using two instances to send messages to each other... I have no idea about those, I was thinking about compressors that take auxillary inputs, that's how I do it in reaper with reacomp.
