The pic there simply illustrates one program with its two separate mixer views: track and program. Program is global, and track is sequence-specific.

Bringing down the level instead of muting a track still causes the same issue. When it effects one sequence, it effects all sequences in this fashion. I'm still baffled on what I'm doing, or have been doing wrong all these years? Why is this workflow style not allowed in 1.7?

You're doing it wrong. Maybe someone can make a vid for you.

At least, if this works, we know that the function you need works. And maybe there is some kind of bug when importing projects done in earlier versions. Just my 2 cents.
