MPC3000: Butchered Power Supply?

I have been trying to get my backlight working with the help of Matt (amazing seller BTW), and finally figured out what's been stopping me. I should've probably noticed this sooner, but this is my first 3000. It looks like the original components for P854 and P853 were removed. Why would someone do this, and what can be done to restore the machine to its original intended state?

Not removed, like that from factory, different connectors for different country region models, is already in original intended state.
