Help needed. MPC 4000 fixer upper

a power supply failure could cause such a problem.
the reset control IC wont release the reset line and the system wont boot (led on + blank screen)
and trying to flash the rom with supply problem can cause same troubles.

from the service manual, the ROM seems to be a Fujitsu MBM29DL322TE-90TN

in 48 pin TSOP package. you're lucky it's not a BGA!

so now you say the leds stay on and the first thing to check is the power and reset.

Took off the top to find that the board had been glued due to a feint crack!
This machine is getting worse.
Could this be the cause of my problem? I dunno.

perhaps.
My unit is not booting when I disconnect this board (blank screen)
but you must look the trace side to see if they are broken.

i had a similar issue

first boot up system without memory..what happens?

removed the main board with the memory, clean it, looked for damaged microchips. My memory slot had damaged where it was soldered to the board.

i had a damaged PC IO board. Extremely rare. I only got the board after someone parted out their machine
