is he talking bars here is the inteview Minnesota: SHOWBIZ!!! From Diggin’ In The Crates. That ***** opened my ears! Back when ****** was just sampling. Showbiz was the one that told me that I was listening to the records all wrong. Like, I would sample 1,2,3,4. He taught me 3 ½, 4 ½, 2 ½; like to catch it so awkward where nobody would be able to figure out what you did. He was the first person that showed me how to chop. And I just took it to Mars. He was on the SP 1200… I can always say that I owe all of that to Showbiz from Diggin’ In The Crates.

Regarding that lump of text, which I had to read twice; I've interpreted it as setting up your chops on the off beat instead of the down beat.

So instead of chopping 4 bars into 16 equal division on the beat, eg 1/2/3/4/5/6/ etc

Chop it up on the off beat, eg 1&/2&/3&/4&/5&/6&/7& etc.

PS- I'm no expert. Very new to the mpc myself, but a musician and producer of ~15 years. Someone may help you out more than I can.

Not sure but I think he means looping a sample at eneven beat, so it practically never loops repeatable on 4,8, 16 bar etc. creating illusion of randomness and move.
