Track mix loads at full volume

Anybody have this problem? When I load a saved project it always plays back with all track at full volume. If I go to the track mixer all the values are as I saved them. But I have to move all the q links to "engage" the values.

what do you use the q links for? i dont see how that affects the volume of the trackskis

Ok this is standard but ill go through the process real quick.
Create multiple tracks, various samples and drums, vsts and what not. Shift/ track mix. Use the q links to adjust all the track volumes and pans. Save. Close out and reopen, then reload saved project. All levels are playing full level. Shift/ track mix. All track levels show the value I mixed and saved. But tracks all play at full level until I basically give all the q links some movement. Then the ones I have moved play at my mixed level.
