How cheap is cheap?
If you already have a decent hi-fi amp, you could get passives like Tannoy Reveals, spirit Absolute 2s or Alesis Monitor 1s, or even NS-10s. I have the Absolute 2s which are alright, but I can't wait to upgrade to a pair of Mackie HR824s.
If you don't have an amp yet, it pays to spend a little extra on a pair of active monitors. Tannoy Reveal Actives are supposed to be pretty good for the money.

The M-Audio's are pretty dope . I've got the BX8's and they've been good to me . I used to have a pair of HR824's (had to sell 'em when I moved to NY) and for the difference in price there really isn't a huge difference in sound reproduction . I think Mackie's lower line of monitors (Tapco) might be worth the dough too .

yeah if u dont have an amp, u should go with actives, a decent pair will cost u $300 to $400. I have the samson resolvs and they are pretty flat. A lil high on the lowend, but they sound good nuff for me.
