BPM doesn't chop to transients, it just divides up the loop into equal regions based on the time division you set. Use threshold for transients.

i use regions and then slide start points. then swing it to get the slight off beat of the natural groove it had.

I understand that but if I set it to 95 bpm and the sample is exactly 95 bpm it should theoretically chop it on the 1st beat of the bar but it doesn't seem to do that. I was seeing if others had any advice to get it more exact.

The loop will only be 95 BPM from start to finish, there's no guarantee that any of the beats/bars inbetween are perfectly quantised. BPM chop just measures the length of the loop (e.g. 2 seconds), then takes the number of beats and bars you tell it and then divides it equally by the time division you request. It's pure maths. Unless the loop was originally sequenced using a strict timing correct, it's unlikely that all the transients will match up.
Threshold or manual is the only way to chop to transients.

That's kind of what I was thinking. I would hope it would get a little closer even if it was sloppy timing.

Also make sure you are selecting the right amount of bars. I use BPM quite a bit and usually just have to adjust very briefly to avoid pops or clicks.
