AFA you can't read MP3 with ya MPC, you should stick to resample and so...
Too much convertion can make you loose the nature of the sound.
Do it by the simpliest way... after resampling, mess with EQ and thing...

Best way is to get a cheap 12bit sampler, or/and practice.
