sample start/end numbers

Does anyone know what is the numerology on the sample edit screen is referencing (for the start and end points)? how is it relative to seconds? I am trying to match an exact video exert and feedback on this would be greatly appreciated. Couldn't find much on the manual.

in the sample edit if you tap the gear icon(setting) you should be able to set the timeline units in time, samples and beats.

They should let you select default settings. I would always want it under beats/bars. I made an empty template that way so I never have to switch it again.
