Losing velocity sensitivity after loading a project.

I m having an issue in 2.10 where one particular project after loaded seems to lock my velocity sensitivity to max and aftertouch doesn't work. i see no response from hitting pads while on the hardware menu screen. Even after loading other projects or an empty project the velocity sensitivity will not work. After resetting preferences everything works fine again until I load this project. Changing velocity settings after I load this project has no effect at all until I restart and reset preferences again. Am I missing something or is this a bug?
