You cannot add FX to a track, only to individual pads, across an entire program, across a submix or across the outputs (and via the send/returns, typically for adding reverb and delays in varying amounts etc).
In your example all your tracks are sharing the same program, so when you add FX to that program, all tracks are affected equally as it's just the same program.
In your example, you could instead add FX to individual pads via PROGRAM EDIT > FX, this is typical when wishing to apply different FX to individual drums in a kit, plus you also have the 'drum fx' options there as well.
Or route individual drums through different submixes and apply FX across each submix, but that's possibly overkill in this example. Submixes are typically used to group multiple sounds together (e.g. a kick, snare and hats) so you can effect and mix the group as a whole (while having other sounds in the original program untouched).
Alternatively, make a copy of your program and assign the copy to the other track. The two programs are now independent. But again in your example that seems overkill. This option works well for applying different FX or program parameters to entire programs or instruments. For example you could have a second version of the kit tuned down, or with heavy reverb or filtering etc.
