Unfortunately yes.
Regarding your first question to apply the automation to other bars you can copy events from the main screen and set to copy the events only.
Step sequencer and automation edition lacks a few essential tools that are much needed

I really wish they would change this behavior. Having the preset work for only 1 bar is a bit silly and one of the less likely scenarios one would typically use something like that for. Really the step sequencer itself needs some love. It could be a great feature but it has always been an afterthought function.

Considering the vast amount of new to hardware and even new to music users the Mpcs are bringing in, a fully fleshed out step sequencer would make MPC's more fun to use and even more attractive for existing and prospective buyers.

What is really funny is that JJOS can create linear risers in automation for a long as you wish, you can also copy and cut automations.
JJOS also has step sequencing and the x0x style sequencer is miles better than the new mpcs. It's really interesting to see how much better the step sequencer has been implemented to a one man's OS.
