In preferences > Midi/Sync do you have under Input Ports the MPC set to just 'Track'? I think having 'Global' on here routes all midi globally and not to tracks.
MPC One+ is a vague title by the way. It's better to put a brief title that matches the problem, than just the units name.

I have't sent programme changes, but I create my sequences in my Daw and have plug in synths in the mpc and hardware synths connected to the MPC all on their own midi channels. If I have preferences set to Global, my keyboard then send midi to more than one midi channel in the mpc when more than one channel is selected in my DAW (all the same keyboard). To send individual midi to set midi tracks I have Global deselected, and only Tracks selected in the Preferences midi/sync input ports.
Try setting this to only 'Tracks' to see if it fixes you issue.

On the Track View screen, you can set a filter for tracks that you do not want to receive PC.

Unfortunately, the MPC responds to Program Change messages on all Midi Channels for Sequence, Track, and Program. I'm pretty sure there's no way to choose a specific Midi Channel for the MPC to receive Program Change messages on.
