1. Are there any effects per sound/pads or are they all just applied to the full kit?

2. Can you record the flex and pad efx or are they only for performance?

1. The Filter/Cutoff/Resonance is set per pad
2. A Single Knob FX can be applied to one or more pads (there are 28 Knob FX)
3. Pad FX are applied to the master output bus and you can apply up to four at a time (there are 16 Pad FX)
4. Compressor is master bus

You can either resample (though this can be a *little* cumbersome as you can be positioned in a way you need to create a sequence)... *or* if you've setup INPUT CONFIG to resample... you can use SHIFT+SAMPLE RECORD to grab the 25s buffer and send it to a pad with whatever you were playing...

so yes... and I so far prefer the SP404 mk2 skip back buffer type method for this... it's pretty quick... and just gets the main part of the job done for you.
