it really depends how much experience you have with music production and how easy you find it to learn new equipment. a lot of the stuff in there is probably useful to people who are completely new to music production and so a lot of the terminology and processes will be new to them, but to anyone with some amount of previous knowledge, i don't think it's worth it.
i personally used logic for 3 years before i got my mpc and so it was a bit different, but everything you need to know is in the akai manual and all the other bits are quite easy to find and pick up, i bought the tips book the day i got my mpc but can honestly say i've looked at it maybe twice..
but if you're having trouble understanding the manual or not really getting to grips with how the mpc works it's probably quite a good buy because it's written in very plain english..
