For me its a lot easier to start with the sample first and build around the sample.

basic drum-click track
Then Ill start gathering samples testing them out over my click track.
Chop, flip, stretch, pitch-Figure out a good melody
Redo drum pattern
Bassline
Redo drums/match drum samples better.
Mix
alot overlaps each other, I cant say 100% that i start with a click track, because sometimes ill end up using drums from a previous beat or ill find a forgotten sample and have to go with that. Or ill find a new sample, and it turns into a completely differant beat, although i was working on a differant one. Sometimes ill lay down a good melody, then drums, but the drums are weak, so a few days later when im in the mood, i fix everything.

Hip hop started with samples. It's the foundation to real hip hop. Listen to the samples flow, then base your drum flow off the flow of the sample...that way you end up getting new flows that fit your sample.

I started doing samples first, thjen drums. But since ive started drums first i havent gone back. First I get into whatever mood of beat i want to make. Then I drop some drums to set the groove, and find samples that fit my mood. This has easily been the best method for me.

i do my drums first 99.9999999999999% of the time. its very rare that i put the sample down first. i might rearrange the drums later, but they are always there first.
