when im mastering in t-racks, i make sure every beat peaks at -2db, so its all the same

equal volumes are about rms not peak...

pro master engineers almost never use normalization.....

no its not obvious becuz you asked about uneven track levels in the original post, but did not once use the term mastering until I said it.....

btw, even the best mixing engineers send their songs to a mastering house......why you ask?????

Different gear (and no not software), different ears

and to answer your original question(not that you deserve an answer, but there are others who are appreciative and could use this advice), put a compressor on the 2-bus, that way the dynamic range will be smaller thus making it easier to control over all track volumes.
