I use Waves SoundShifter a lot. But it's a vst so you'll need a suitable host for it.
It's not a budget option either, but imo it sounds better than Ableton Live.

Waves + Prosoniq Timefactory (built in, in Nuendo & Cubase)
The dedicated App is better though

most fo your wave editors or ableton, will do the trick just nicely. if recycle can get it to fit then do it.
