I dunno about the mp7, but the rm1x doesn't have sample ability, just sequence, and you have to stop the flow when you want to record into your loop, which has always bugged me. It's got some pretty cool things for making patterns in step and grid mode, and some nice realtime midi manipulation, but I think the mpc kills it for recording realtime midi.... but the rs7000 has some timestretch and chopping stuff that might fit your sampliing and sequencing needs, I think they're more than $500 though.
On your question regarding timestretch, I'm not sure what's acceptable for your timestretchin needs, but maybe a rack sampler like one of the A-series samplers has decent timestretch (that can be had 2nd hand for under $500 (the knobs can be a bish though).
I think Roland has the dopest ish for realtime timestretch, but it's prolly expensive.
