There a number of ways to do it:
1. Chop up the sample and place it not directly behind each other but like 3-5 clicks after one another..
2. In Sound Forge you can use "Gapper Snipper" (which is WAY easier than above)..
3. Go against the standard rule of 10-15% time streching and go for a longer stretch and it will sound somewhat like that..

In the program settings, set your sample to MONO (instead of Poly, or Note Off)
Almost any sample that you play fast enough to cut itself off will sound 'stuttered'.

i didn't mean a Linkin Park song --- almost everyone of their songs utilize the stuttering (listen to "Session" [the instrumental song] from Metora and you'll see what i mean). when i said "electronica", i meant the media term for electronic music. a lot of more electronic types of downtempo pop music use it too with the drums and primary samples.

I believe the sound you're referring to (one of the main reasons I can still dig on Linkin Park despite their NKOTB-sounding singer and reliance on power chords with almost no picking, their FX) is created using a very fast delay plugin or outboard effect. It's turned on and turned off quickly. This allows for it to sound like a stuttered sample without necessitating programming, etc.
