Loading samples into "OFF" program.

I haven't upgraded to 2.1 yet, so I'm not sure if this has been fixed. I notice that if my Program is set to OFF, I can load samples and they appear in the "OFF" program. The problem is, I can't delete the "OFF" program and the PURGE feature doesn't work because "OFF" isn't a real program. I try to avoid doing this, but once in awhile I do it by mistake and it's really annoying if I want to save the entire memory because these samples are stuck in this "OFF" program. Anybody else see this?
