if you are asking how do you create a pgm, you can do it several ways... you can build it in the mpc by going to mode > program (pad7) and create the new pgm name and manually assign the sounds to each pad or you can use 1 of two software apps (depending on type of computer) Pad187 (mac) or bluebox (pc) do a search on this site for both programs. you would build your pgms on your computer and then transfer them over to the mpc.
if you want the factory sounds that came with the mpc, you can download them from akai's website.
i believe he wants a load of pgms to load automatically on startup. if that's the case, look in the manual page 96, that should give you some idea of what to do. hint: it's the last tip on the page.

he never mentioned anything about pgms loading when he turns the mpc on.
