I sliced a sample into 16 then I found the chopped samples I wanted to use. they fit with the drums but it still did't sound right when I put the sample over the drums. Is there a better way to blend the chopped pieces I want to uses over a drum pattern?

there alot of better ways but you gotta put in work, take time to find them. skills and experience isn't something that can be told to you. You have to live it.

Oh and please change your avatar. some people view the forums at work and around family, thank you.

It does sound like you are heading in the right direction though, stay on it.
And keep the faith. It will sound better in time once you play with it some more.

chop small - it'll give you more freedom to work with your drums.

also, try to find the bpm of the sample you are putting over your drums. If you can adjust your sample's bpm to match the drums bpm, it'll sound a lot tighter.
