I think that's asking a lot of any tempo detect to be honest, i'm yet to find one that's spot on the mark!

Maybe an edit functioin, where you can choose an effects bus, FX1 or FX2 and it uses those settings then just hit DO IT and it applies the effect to the sample.

You might be able to do this with the transpose function in sequence edit. I haven't really messed with it but i'm sure it does something similar.
