Can you send audio out to external effects w/ the 3000? Like an auxilary send on a mixer? Alos, Can you sned a selection of audio to an effect and then back into the mpc sealessly? Like if you would add an effect to a portion of audio in soundforge.

the 60II has an effects send. I believe it's the only model with this feature.

On the 60/60II can you resample the affected sound from the effects return? So you could keep using the one send and only use one eq say to eq your whole drum section seperately?

No, you can only sample the sample "in". Use the FX (or sends) and the EQs on your mixer.
