i dont think those dudes got payed AT ALL... from what i heard or read somewhere along the line (and a looong azz line its been ), noone has been able to track down the dudes in that band...

At least they didn't get paid properly by their label, which closed down shortly after the recording. Question is who has the rights on the recordings today.

the skull snaps actually played a reunion show (im not sure how many of the original members were there) a few months back in new york. im pretty sure someone else owns the rights to their recordings so they don't get shit when they are sampled

Even if someone else than they themselves owns the rights (which is the norm I think)... shouldn't they as the artists get some share of the royalties regardless?
