i need a quick explanation of how to do what forat said to do
what kind of scope do i need and how do i check the connections?
the emails are below. the one on top is forat's response:

The mod will not cause this problem unless some of the pins did not get soldered correctly to the bottom IC's and you would need to use a scope to check for that unless it's obvious by looking where a pin might not have any solder on it at all. If you know someone that can solder good, have them resolder all of the pins and see what happens.
