There are certain companies you will grow to trust for quality sounds.
There are others that you are just wasting your money, even if you pay $5 for a used cd. You will learn which one's are good, but I'd suggest not going on ebay and paying $50 for a disk you never heard before. There are places where you can demo the sounds, to see if you like them. MPC tutor is a good example. They let you hear a demo pack of sounds before you decide to buy something. My rule is: demo some sounds before you pay money, becuase alot of companies have crap for sale at very high prices.
Myself, alot of people give me drum sounds over the years, and yes, I use and re-use them over and over. I have thousands of sounds, so I don't use the same kit almost ever. I do have my favorite 'types' of 'style' of sounds, but I rarely use the same kick snare hi hat together more than once. Of course, the more sounds you have, the less you re-use. but after three years of not messing with some, you go back, and find a different way to use them that you didn't before. You can sample records, you can buy sounds, you can get a few from a friend and layer and stack and mix and make double or 100 times what he gave you. It's all in the tequnique.
Keep a pad of paper or a palm pilot on you, so when you hear the radio, an cd that someone is playing, even the television, you can write down a note to yourself like: "Hey, there's a fully exposed single snare drum hit on the intro to CSI: Miami!". Or, whatever. 'Footballer's Wives. I dunno, but you get the idea. There are sounds waiting for you to grab. Another good thing is synthesisers and drum machines. Get any used roland DR-whatever, drum machine (15 bucks?), and you will have a full bandwidth digital version of all the 808, 909, and many other sounds. Then you can sample that thing and throw it away!
I don't understand your protools tracking question. Do you mean you wanna multitrack your beats without recording software? Buy a hardware multitrack. Or do you mean, just two-tracking the stereo beat? Buy a standalone CD burner and a used stereo compressor. Outside of that, be more specific, im confused.
