you can just have the mods check the IPs to verify. Also, the voter has to post a comment and no votes count for people with 1 post. I think its very possible. This could also attract alot of traffic for tutor.

I have a paypal account but I dont have moderator privs

you dhave to do the $$ through paypal... and then again when the loser loses, there is no way to get your money if he doesnt want to pay up.
