Steinberg Wavelab can do that. You select a source Folder (for Example filled w. 24bit samples) and then
you define a destination folder with the attribute for example 2 convert to 16bit mono. Works fine.

Wave Editor w/ a batch converter built in.
Or a stand alone audio batch converter.

awave
sound forge

many others......

Couple days late, BUT,

The easiest way:

Make a temporary iTunes playlist.
Drag all the MP3 files into playlist.
Make sure the Importing is set to WAV (Prefs(Cmd/Ctrl+,)>Advanced>Importing)
Select all wavs, right click and hit "Convert to WAV"
Delete files.

You can do that for WAV to MP3 and other formats as well.

I'm sure there are better ways, if you have other programs, but if you use iTunes as your music software anyway and already have it running, then this is mad easy.

Audacity is a free audio editor that has batch convert. I haven't tried it myself but I've heard good things.
